SUBJECT:	Chapel Hill Public Library – Special Use Permit Modification Application (File No. 9789-94-5308)

PURPOSE

Tonight, the Council continues the Public Hearing regarding a request for approval of a Special Use Permit Modification to expand the library and increase parking on the existing library site on the northwest side of Estes Drive.

The Public Hearing continuation has been scheduled to receive evidence in support of and in opposition to approval of the application, as the Council determines the appropriate requirements to include as conditions of approval.  The purpose of this cover memorandum is to forward my recommendation to the Council.

MANAGER’S REVISED RECOMMENDATION

I have reviewed and discussed the key issues with Town staff [Staff Memorandum]. Based on the information in the record to date, I believe with the modification to the regulations as proposed by the applicant, the Council could make the findings required to approve an application for a Special Use Permit Modification. Further evidence concerning this application may be submitted at tonight’s Public Hearing.

I have revised the resolution of approval to:

• clarify that a book drop is included in the plans;
• increase the number of bicycle parking spaces from 24 to 32 spaces;
• clarify that any future addition of a transit/emergency vehicle-only route through the site would not require modification of the Library Special Use Permit; and
• clarify that the lower building entrance will be ADA accessible from the Library Drive sidewalk.
