SUBJECT:	Transportation-Related Issues Raised at the November 12, 2007 Public Hearing on the Chapel Hill Public Library Special Use Permit Application

Several transportation-related issues arose at the November 12, 2007 public hearing on the Library Special Use Permit application.  The Town Council referred these issues to the Transportation Board for review and comment.  The Transportation Board’s comments will be considered at the continuation of the Library public hearing on

January 14, 2008. 

• A concern was raised about the current level of bus service to the site.  It  was noted that a bus (one route) stops at the library twice daily.  A Council member asked what obstacles, other than budgetary, prevented more frequent stops and more convenient bus service.

• It was asked if the bus could be routed through the proposed lower parking lot rather than the upper traffic circle at the main entrance.

• Questions were raised about the feasibility of, either now or in the future, designing the bus access such that a bus turnaround is unnecessary.  A citizen suggested maintaining the site design such that in the future, bus service access might be gained from points other than Estes Drive.

• It was suggested that the wording in bus stop signs on F and D routes on Franklin Street to include “Library.”

• There was a suggestion that to accommodate pedestrians traveling from the library to the eastbound bus stop on East Franklin Street, a pedestrian refuge island could be installed on East Franklin Street.

Our understanding is that the Council would like these issues discussed at the Transportation Board’s next meeting so that the Board’s comments and recommendations can be considered at the January 14, 2008 continuation of the public hearing.  Let us know if you have any questions.
