WHEREAS, the Town of Chapel Hill is a strong proponent of protecting its natural resources and improving the water quality of its water bodies; and
WHEREAS, the U.S. Environmental Protection Agency’s 319 Fund is a potential funding source for the implementation of projects identified by Earth Tech during its recent detailed assessment and analysis of the Bolin Creek watershed to identify areas of erosion and instability and other high risk areas, possible sources of hydrologic instability and pollution and high priority sub-watersheds for targeted projects; and
WHEREAS, the Town of Chapel Hill intends to submit a Section 319 grant application to the NC Division of Water Quality on behalf of the Bolin Creek Watershed Restoration Team, of which the Town of Chapel Hill is a partner; and
WHEREAS, the Town of Carrboro is interested in participating in cooperative and collaborative endeavors with the Town of Chapel Hill that will result in environmental and ecological benefits for both communities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council supports the Section 319 grant application as described above, and: 1) authorizes the Town Manager to act as the Town’s agent in all matters pertaining to the Town’s EPA 319 grant application and any subsequent grant award documents; 2) authorizes the Town to provide local matching funds for 319 grant funds applied to Town projects over the course of three years and: 3) authorizes the Town Manager to sign a Memorandum of Agreement for cost-sharing with the Town of Carrboro describing the obligations and responsibilities of each jurisdiction if grants are awarded.
