Tonight, Mikyoung Kim, consultant for the public arts component of the Lot 5 development project, will present to Council the revised Art Master Plan for the project and the preliminary design of her proposed artwork.

BACKGROUND

The Town’s February 12, 2007 Development Agreement for the Lot 5 project with Ram Development Company specifies that the developer will provide 1 percent of the total development budget for public art, in accordance with agreements to be entered into among the artists, the Town, the developer’s lender (as needed), and the Public Arts Commission.

On December 15, 2005, the Public Arts Commission announced that Mikyoung Kim was selected as the lead artist for a conceptual design of the project.  She was to identify opportunities for artistic influence and sites for civic artworks, and establish design guidelines for no less than two and no more than four public artworks, which would be commissioned for the project (which then included the Wallace Deck site). It was expected that she would be awarded one of the public art commissions.

In the spring of 2006, Mikyoung Kim worked on an Arts Master Plan for the project, and the developer presented the results of her work to the Council during its review of the Concept Plan for the Lot 5 project on March 20, 2006. 

After signing of the Development Agreement of February 12, 2007, staff of the Town, Ram, and the Public Arts Commission entered into discussions of the artist agreements called for in the Development Agreement.  On June 27, 2007, the Council authorized the Town Manager to execute agreements as follows:

These agreements are to include provisions for Council review of proposed art designs prior to the approval and commencement of work.

DISCUSSION

On September 27, 2007, the Town, Ram Development Company, and Mikyoung Kim entered into a contract to revise the Art Master Plan, to prepare a preliminary design of her artwork for the site, and to help in selecting an additional artist or artists for an additional public art commission on site. 

On October 22 and 23, 2007, Mikyoung Kim visited Chapel Hill to tour the Lot 5 site and downtown streetscape and discuss revisions to the Art Master Plan with the Public Art Review Committee, a body consisting of Town staff, representatives from Ram Development Company and Cline Design, the Chapel Hill Public Arts Commission staff and regional arts professionals (see attached roster).

On December 11, 2007, Mikyoung Kim presented the revised Art Master Plan to the Public Art Review Committee which approved the plan. 

On January 18, 2008 an artist selection jury consisting of Mikyoung Kim, arts professionals from the Public Art Review Committee, and Jeff York of the North Carolina Arts Commission selected four finalists from a field of 67 applicants to interview with the full Public Art Review Committee on January 29 for the position of Artist for Lot 5’s Art Area II.

Earlier today Mikyoung Kim presented the preliminary design of her artwork proposed for the Lot 5 Development to the Public Art Review Committee for review and comment.  This evening Ms. Kim and Ram representatives presented the Art Master Plan to community members at the Chapel Hill Public Library. Tonight she will present to the Council the results of her work to date.

Next Steps

After tonight’s presentation, Mikyoung Kim will continue to work with the Public Art Review Committee on the preliminary design of her proposed artwork and the selection of an additional artist or artists for the project.

On January 29, 2008 the Public Art Review Committee will interview finalists for the Art Area II commission and select the artist for that portion of the project.

The Town, Ram and Mikyoung Kim are currently in discussions leading to signing a detailed design and construction contract upon completion of the current phase of work. 

The Town and Ram Development Company will also develop a detailed design and construction contract for the artists selected for Art Area II.
