Public Hearing: Orange United Methodist Church, 1220 Martin Luther King, Jr. Blvd., Zoning Atlas Amendment and Special Use Permit Modification Applications

PURPOSE

Tonight, the Council holds public hearings regarding a request from Orange United Methodist Church for a Zoning Atlas Amendment and a Special Use Permit Modification. Tonight’s public hearings have been scheduled to receive evidence in support of and in opposition to approval of the applications. The purpose of this cover memorandum is to forward my preliminary recommendation to the Council.

MAnager’s preliminary recommendation

Zoning Atlas Amendment – Conditional Rezoning: Based on the information in the record to date, I believe the Council could make the findings required to amend the Zoning Atlas. My recommendation is that the Council enact the attached Ordinance rezoning a portion of the site from Residential-2 to Residential-3-Conditional.

Special Use Permit Modification: I have reviewed and discussed the key issues with Town staff. Based on the information in the record to date, we believe that with the conditions in the attached Resolution and the modification to the regulations requested by the applicant, the Council could make findings required to approve an application for a Special Use Permit Modification. My recommendation is that the Council adopt Resolution A, approving an application for the Special Use Permit Modification, if the rezoning application is approved.
