COMMUNITY DESIGN COMMISSION ACTION

 

Subject:

Orange United Methodist Church – Special Use Permit Modification

Meeting Date:

December 19, 2007

Recommendation:

That the Council approves the Special Use Permit Modification for Orange United Methodist Church with enactment of Resolution A  as attached (Attachment 3) to the Staff Report dated December 19, 2007 with the following changes:

  1. Construction Start/Completion Date: That construction begin within 4 years from the approval date (modified from two years) and be completed within fifteen years from the approval date (modified from fourteen years).
  2. Continuation of the Martin Luther King Jr. Blvd. Streetscape Master Plan: That the sidewalk, north of the northernmost Martin Luther King Jr. Blvd driveway, be relocated and constructed to incorporate the Martin Luther King Jr. Blvd. Streetscape Plan that includes trees planted between the sidewalk and street (one of 2 options proposed by the Streetscape Plan).

Issue Raised:

At the meeting, the applicant requested a reduction to 2 inches in caliper size for trees shown on the Landscape Plan. The Commission supported Resolution A (3-inch caliper trees) especially in anticipation of revisions to the Tree Ordinance requirements of 3-inch caliper minimums. One Commissioner recommended using 3-inch caliper trees in front of the building and along the street and using smaller 2-inch caliper trees in the rear of the parking lots.
