Sidewalk and Traffic Calming on Tinkerbell Road |

PURPOSE
This report is in response Council’s request for more information concerning sidewalk and traffic calming on Tinkerbell Road between Ephesus Church Road and Fountain Ridge Road.
BACKGROUND AND DISCUSSION
On January 28, 2008, the Town Council received an update on the 2006-2007 sidewalk construction program. The construction program included plans to construct sidewalks along Tinkerbell Road. At the meeting, a citizen requested that the Town not construct sidewalks on Tinkerbell Road but to pursue the implementation of traffic calming strategies to slow traffic. The Town Council requested additional information on sidewalk and traffic calming on Tinkerbell Road between Ephesus Church Road and Fountain Ridge Road.
In October of 2004, the Council adopted the Bicycle and Pedestrian Action Plan which was divided into 3 Priority lists based on a point ranking system of need and safety improvements. Tinkerbell Road was listed on that action plan as part of the second priority list (Attachment 1).
In the spring of 2005, the Active Living by Design Town Advisory Committee conducted the Safe Routes to School review program in coordination with Ephesus Elementary School. The review included parent and classroom surveys as well as safety audits and a community forum. Tinkerbell Road was included also on the Priority 2 list recommendations presented to the Council by both parents and the Active Living by Design Town Advisory Committee (Attachments 2 and 3).
In order to implement traffic calming strategies along Tinkerbell Road, Town policy requires that a valid petition for traffic calming measures such as speed tables must be signed by two-thirds of the property owners within the service area surrounding the proposed project site(s).
A neighborhood meeting with residents of Tinkerbell Road is scheduled on March 11 at 7:00 pm in the Ephesus Church Elementary School. Town staff will discuss the sidewalk, traffic calming, and other alternative measures with the residents and report back to the Town Council with a recommendation.
CONCLUSION
Staff will report back to the Town Council regarding traffic calming and sidewalk matters on Tinkerbell Road in April.
