SUBJECT:	Bradley Ridge Preliminary Plat Cluster Subdivision (File No. 9880-96-7441)
DATE:	February 25, 2008

PURPOSE

Tonight, the Council continues the January 23, 2008 Public Hearing regarding an application from Millennium Commercial Properties LLC and Orange County Habitat for Humanity (applicants) for approval of the 63 lot Bradley Ridge Cluster Subdivision Preliminary Plat. The proposed development is located on the east of Sunrise Road, adjacent to the Chandler Green neighborhood. 

The public hearing has been continued to receive evidence in support of and in opposition to approval of the application, as the Council determines the appropriate requirements to include as conditions of approval.  The purpose of this cover memorandum is to forward my recommendation to the Council.

MANAGER’S REVISED RECOMMENDATION

I have reviewed and discussed the key issues with Town staff. Based on the information in the record to date I believe, with the adoption of Revised Resolution A, the Council could make the findings required to approve an application for this preliminary plat cluster subdivision. Further evidence concerning this application may be submitted at tonight’s Public Hearing.

Resolution A has been revised to include the following changes:

• Payment-in-lieu ($2,000) for solar power at the bus shelter;
• Payment-in-lieu for sidewalk to bus shelter on west side of Sunrise Road;
• Construction of sidewalk on the east side of Sunrise Road, between Sweeten Creek Road and Ginger Road;
• Courtesy comment on the construction management, traffic and pedestrian plan from East Chapel Hill High School;
• Blanket greenway easement over the open space area between Sunrise Road and the east property line; and
• Delay construction on lots 12 and 13
