Plan Ahead
for Carolina North
Establish a collaborative and
trusted environment to enable the University to develop and plan for a Carolina
North strategy that will correctly balance the needs of the University with the
needs of the citizens of Chapel Hill.
Strategies & Strategy Areas
- [In preparation for
Council Consideration,] the Town Manager and Town Attorney will continue
conversations with University Staff to undertake the development of basic
information and options for [guiding development of] Carolina North, as
[primarily] informed by the Chapel Hill Horace Williams Citizens’ Committee
foundational studies (below) and [with consideration toward] the University’s
Leadership Advisory Committee report
- Long Range Transit Master Plan
- Fiscal Equity Study
- Environmental Impact Study
- Horace Williams Citizens Committee Principles
- The Town Manager and
Town Attorney will devise a process for reporting to and consulting with the
Council during the development of basic information and options
- The Town Manager and
Town Attorney will attempt to present the basic information and options,
including a basic development agreement, for the Council’s consideration prior
to summer recess (June 15, 2008)
- The Town Manager will
engage focused consulting and legal assistance to supplement staff work as
needed, not to exceed a total of $30,000 from funds budgeted for consulting
assistance
