Subject:

Residences at Grove Park Special Use Permit Application

Meeting Date:

February 20, 2008

Recommendations:

That the Council adopt Resolution A included as Attachment 3 to the February 19, 2008 Staff Report, with a revision to the following stipulations:

 

1.      Traffic and Pedestrian Control Plan: That no construction traffic be on Hillsborough Street

That the following new stipulations be included in Resolution A:

2.      Southern Property Line Fence:  That prior to issuance of a Certificate of Occupancy, the applicant provide a 6-foot fence along the southern property line.

3.      Dwelling Unit Water MetersThat individual dwelling units each have their own water meter.

Ayes:   Mary Margaret Carroll, George Cianciolo, Chris Culbreth, Kathryn James, Laura K. Moore, Scott Nilsen, Amy Ryan, and Robin Whitsell

Discussion:

·         That the staff correct the affordable housing stipulation and replace the word “bedrooms” with “dwelling units”

·         A Commissioner wanted to limit parking to 520 spaces rather than the applicant’s proposal of 580 spaces.

·         Commissioners were generally concerned with traffic impacts on Hillsborough Street.

·         A Commissioner wanted all dwelling units along the Hillsborough Street frontage be no higher than 3-story buildings.
