AGENDA #4g

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            Roger L. Stancil, Town Manager

SUBJECT:       Reclassification of Assistant Transit Director, Transit Department

DATE:             March 17, 2008

PURPOSE

The purpose of this memo is to recommend reclassifying the Assistant Transit Director position from grade 41 to grade 45.

DISCUSSION

The Assistant Transit Director responsibilities have increased and been tailored to fully develop and prepare the incumbent to assume the accountabilities in time of the Transit Director.  Included in the expansion of duties is the oversight of daily operations and future development of the public transit system.   The Assistant Director will be responsible for short range transit planning, system performance evaluation and customer service activities. The position will also represent Chapel Hill Transit in long range transit initiatives, coordination of community involvement and public information programs.  The incumbent will work with local, state and federal agencies to advocate and coordinate various transit projects. After a review of compensation levels in agencies of similar size and operations in college towns, the current classification and salary range is inadequate to attract the candidate pool desired for the position.

RECOMMENDATIONS TO TOWN COUNCIL

Recommend reclassification of the Assistant Transit Director from grade 41 to grade 45 in the Town ordinance.

We recommend that the Council enact the attached ordinance:
