Confirmation of Final Assessment Roll for Street Improvements on Jay Street

PURPOSE

 

The attached resolution would confirm the assessment roll for street improvements on Jay Street.

 

DISCUSSION

 

Upon completion of construction of the petitioned improvements, State statute provides that a preliminary assessment roll be prepared and that a public hearing on the preliminary assessment roll be held.  Then, a final assessment roll can be confirmed by the Council and property owners would be formally notified of their assessment and payment options.

 

On March 3, 2008, a Public Hearing was held on the preliminary assessment roll for the improvements on Jay Street.  No one spoke at the hearing concerning this project.

 

Upon confirmation of the final assessment roll, copies of the confirmed roll will be delivered to the Town Revenue Collector for collection.  After 20 days from the confirmation of the assessment roll, the Revenue Collector shall publish notice of the confirmation.  The assessments may be paid without interest within 30 days from the publication date, or in not more than 3 annual installments, the first of which would be due and payable concurrently with property taxes, with interest at an annual rate of 6%.

 

The Revenue Collector will notify each owner of the assessment attached to her or his land and will explain the options for payment.

 

RECOMMENDATION

 

That the Council approve the attached resolution confirming the final assessment roll for improvements on Jay Street.
