subject:       Comprehensive Affordable Housing Overview Update

date:             April 14, 2008

PURPOSE

The purpose of this report is to provide an update about the development of a Comprehensive Affordable Housing Overview.

BACKGROUND

On January 14, 2008, we presented to the Council a DRAFT Comprehensive Affordable Housing Strategy.  The Council referred the strategy to the Council Committee for Affordable Housing for review and comment.

DISCUSSION

On February 4, 2008, the Council Committee for Affordable Housing met and reviewed the DRAFT strategy.  The committee was interested in accepting the strategy as a reference but did not favor its endorsement by the Council.  It was felt that the strategy could commit the Town to policies that did not, in some cases, agree with current Town policies regarding affordable housing.

The Committee was interested in continuing the development and use of the Affordable Housing Matrix, which provides an inventory of affordable housing units in Chapel Hill according to population and housing type.

RECOMMENDATION

The Council Committee for Affordable Housing recommended that the name of the document be changed to the Comprehensive Affordable Housing Overview and that the Council accept the overview as a reference document.  Furthermore, the Committee instructed the staff to update the Affordable Housing Matrix on an annual basis and incorporate the matrix into the Town’s Data Book.
