Development Application: Residences at Grove Park

The Commission voted unanimously (6-0) to recommend that the Council adopt Resolution A, with stipulation #41, which states that the developer provide a blanket greenway easement within the Resource Conservation District.

 

The Commission recommends that the Town begin the process to provide for an eventual pedestrian greenway link along Mill Race Branch from Bolin Creek to the downtown and campus areas through Cobb Terrace.  The Greenways Master Plan supports the concept of linking downtown and campus to residential areas via greenways.  As properties along Mill Race Branch are redeveloped to a higher density, such a pedestrian connection becomes more critical to meeting the Town’s goal of creating a walkable community. The first crucial step would be to require that the developer of Residences at Grove Park provide a blanket greenway easement over the Resource Conservation District portion of the property and to take whatever steps are necessary to allow future pedestrian connectivity to adjacent properties once they provide cross-access easements.

 

Commission members voting yes were:  Glenn Parks (Chair), Chris Berndt, Mary Blake, Mary Ann Freedman, Gary Galloway, and Reed Huegerich    Absent: Jim Earnhardt (Vice Chair)   A quorum was present.
