SUBJECT:	Memo from Human Services Board Chair

Attached is a memorandum from Larry Daquioag, chair of the Human Services Board, regarding changes to the process by which the Town determines funding for performance agreements with outside agencies.  I have discussed this process with Karen Rose who staffs the Human Services Advisory Board, Ken Pennoyer, Director of Business Management and Flo Miller, Deputy Town Manager.  We agree that we should undertake the task of reviewing the system and developing recommendations for improvement.

I believe the budget process has gone too far to make changes in this system for this year.  I recommend that Council refer this suggestion to the Town Manager to work with the advisory board in developing recommendations for improving the process to be considered by Council for the 2009-10 budget process.
