Consideration of Legislative Program for 2008 Short Session of the N.C. General Assembly

Tonight the Council will have the opportunity to take action on a legislative program for the 2008 Short Session of the North Carolina General Assembly.

 

BACKGROUND AND DISCUSSION

 

The General Assembly convenes this year May 13, 2008 for the Short Session.  Local bills are due to Bill Drafting by May 21 and must be filed for consideration in the House/Senate by May 28.  In order to be eligible for consideration, local bills are required to be agreed upon by the entire local delegation, according to information provided by the North Carolina League of Municipalities.   

 

On March 17, the Council began a discussion of potential legislative issues to consider at an upcoming public hearing.  On March 26, the Council continued that discussion and identified potential topics for its 2008 legislative program.

 

On April 14 the Council held that public hearing.  Attachment 1 is a copy of the April 14 agenda item.  Two citizens spoke at the public hearing in support of the proposal to seek additional legislative authority to protect historic buildings.  A breakfast meeting with members of the local legislative delegation was scheduled to be held this morning, May 5, 2008.

 

RECOMMENDATION

 

We recommend that the Council consider the conversation from the May 5 legislative breakfast and public input from the April 14 hearing and adopt a resolution establishing its legislative program for the 2008 Session of the General Assembly.
