Subject: UNC-CH South Substation SUP Application -- Updated Traffic Impact Analysis Exemption

Kumar – On November 19, 2004, the University submitted a letter to you requesting an “Exemption from a Traffic Impact Analysis” for the South Substation Upgrade Project.  On November 23, 2004, you granted that exemption request.  Sometime in 2005, the University temporarily halted the South Substation project, while decisions were made about the exact scope of work.  The South Substation project was revived late last year, and updated Special Use Permit application documents were submitted on February 1, 2008.

We now respectfully request an updated Traffic Impact Analysis Exemption.  All of the exemption criteria that were cited in our November 19, 2004 request still apply; there will be no increase in trip generation as a result of the proposed substation upgrades, and the project will have no impact on the adjacent or surrounding street networks.  Vehicular access to the substation site and traffic circulation on the site will not change.  No employees are assigned to the substation; on-site parking is for occasional visits by repair and maintenance technicians only.  A copy of the proposed site plan is provided for your use and information.
