subject:       Update on Process for Guiding Development at Carolina North

PURPOSE

The attached report provides a status of recent discussions between Town staff and University staff concerning a possible Town process and schedule for guiding the development of the portion of the Carolina North property located within Chapel Hill.  Your feedback on this report will give staff further guidance as we continue our discussions resulting in a formal report on process at the June 25, 2008 meeting.

REPORT  SUMMARY

Over the last several months, staffs from the Town and the University have been meeting to discuss development of a process for guiding the development of Carolina North.  A report providing information on the work to date is attached.  Information in the attached report includes:

• Comparison of Existing Zoning and Regulations including the Office/Institutional-2 zoning district,  Office/Institutional-3 zoning district, and Office/Institutional-4 zoning district;
• A summary of lessons learned with the Office/Institutional-4 zoning district from both the Town and University perspective;
• Background on Development Agreements as a planning tool;
• A description of the potential interrelationship between zoning, a Development Agreement and the University’s plan for Carolina North; and
• An overview of a possible timeline for consideration including community participation.

RECOMMENDATION

I recommend that the Council provide feedback on the information provided with this report so the Town and University staff can continue discussion.  This feedback will help facilitate my report to the Council on June 25 regarding a process for guiding the development of Carolina North.
