A RESOLUTION PROVIDING THE DURHAM-CHAPEL HILL-CARRBORO TRANSPORTATION ADVISORY COMMITTEE WITH RECOMMENDATIONS REGARDING THE SPECIAL TRANSIT ADVISORY COMMISSION FINAL REPORT (2008-06-25/R-19)

WHEREAS, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) and the Capital Area Metropolitan Planning Organization (CAMPO) appointed the Special Transit Advisory Commission (STAC) to assist in the development of the transit component of their respective Long Range Transportation Plans; and

WHEREAS, the Special Transit Advisory Commission developed a Regional Transit Vision Plan which includes recommendations for expanding regional transit services, including bus and rail technologies; and

WHEREAS, the Transportation Advisory Committee of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization has authorized the release of the Special Transit Advisory Commission final report for public comment; and

WHEREAS, the Chapel Hill Planning Board has reviewed and commented on the Special Transit Advisory Commission final report;

WHEREAS, Town Council has reviewed the Special Transit Advisory Commission final report.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council supports the recommendations of the Special Transit Advisory Commission (STAC) final report and provides the Transportation Advisory Committee with the following recommendations.

• The recommendations of the Special Transit Advisory Commission for expanded bus service, the development of circulator systems and the implementation of rail corridors connecting Chapel Hill, Durham, Cary and Raleigh should be incorporated in the 2035 regional long range transportation plans.
• Expanded funding from an additional ½ cent sales tax or increased vehicle fees should include providing a portion of the funds to local transit systems to support enhanced transit services.
• Investment in expanded transit should be coordinated with the adoption of transit supportive land use policies by local governments.
