subject: Challenges Facing Downtown

The challenges facing downtown Chapel Hill are similar to those facing town centers everywhere. Other municipalities may have found successful approaches to issues such as aggressive panhandling; threatening behavior; drug dealing in public places and lewd behavior. I request that the Council ask the manager (with the particular input of the Police Department) to conduct a comprehensive review of the techniques being used by other municipalities so that we can evaluate whether some of them should be considered for Chapel Hill.
