HUMAN SERVICE PROGRAM RECOMMENDATIONS

 

The appendix includes the mission of each agency, amount requested and the Human Services Board’s recommendation.

 

A HELPING HAND

A Helping Hand has identified the following goals; to enable senior citizens to live independently, maintain high levels of wellness and avoid institutionalized care. Services include accessibility to health care, mobility assistance, medication reminders, adequate nutrition, a safe home environment, respite for caregivers and advocacy.

2007-08 Allocation:  $3,000                             2008-2009 Request:  $4,500

Recommendation: Funding of $4,000 to provide subsidies to assist low-income senior citizens, disabled adults and chronically ill that are Chapel Hill residents. 

 

ADOLESCENT PREGNANCY PREVENTION COALITION OF NC

The mission of APPCNC is to lower the rate of teen pregnancy in Orange County and North Carolina. The program offers training and services to youth-serving providers to expand their capacity to implement teen pregnancy prevention education.

2007-2008 Allocation:   $1,500                        2008-2009 Request:   $2,000

Recommendation: Funding of $1,500 to be used for services to healthcare, school-based and youth-serving providers in Chapel Hill to help them in implementing teen pregnancy prevention and teen parenting programs.

 

ALLIANCE OF AIDS SERVICES - CAROLINA

The Alliance's mission is to serve people with HIV/AIDS, their loved ones, caregivers and the community at large through non-judgmental care, prevention, education and advocacy.

2007-2008 Allocation:   $1,500                        2008-2009 Request:   $1,500

Recommendation: Funding of $1,500 to the Alliance for services to Chapel Hill clients this year.

 

ALTERNATIVE SENTENCING

Orange and Chatham Alternative Sentencing provides written individualized reports to the judge at the sentencing hearing for offenders and recommends structured sentencing plans.

2007-2008 Allocation:   $6,000                        2008-2009 Request:   $6,000

Recommendation:  Funding of $4,000 for structured, alternative sentencing services to Chapel Hill residents.

 

AMERICAN RED CROSS

The American Red Cross identifies its mission as providing relief to victims of disasters and to help people to prevent, prepare for and respond to emergencies.

2007-2008 Allocation:   $1,500                        2008-2009 Request:   $3,000

Recommendation: Funding of $3,000 this year to provide health and safety services, blood services and disaster relief.

 

ANIMALKIND

AnimalKind provides financial assistance to low-income residents for pet spay/neuter services along with rabies vaccines if no certificate is provided.

2007-2008 Allocation:   N/A                            2008-2009 Request:     $3,750

Recommendation:   The Human Services Advisory Board recommends no funding this year.

             

BIG BROTHERS BIG SISTERS OF DURHAM AND ORANGE COUNTIES

The mission of Big Brothers Big Sisters is to help children reach their potential through professionally supported, one-to-one relationships with measurable impact. The program provides adult mentors to children who live in single parent homes or other children in need of a secondary role model.

2007-2008 Allocation:   $5,000                        2008-2009 Request:   $10,000

Recommendation: The Board recommends funding of $5,000 to support the mentoring program for children from Chapel Hill.

 

CHAPEL HILL-CARRBORO YMCA – BOOMERANG PROGRAM

Boomerang provides short-term suspended middle and high school students with a supervised and positive environment during their time away from school.

2007-2008 Allocation:   $3,000                        2008-2009 Request:   $10,000

Recommendation:  The Board recommends funding of $4,000 for services to Chapel Hill students.

 

CHARLES HOUSE

Charles House is a private nonprofit agency whose mission is to care for older adults with disabilities, providing enriching social and recreational activities during daytime hours; to provide respite, service referrals, and educational services for family caregivers, and to advocate for and support development of a system of community eldercare alternatives.

2007-2008 Allocation:   $7,500                        2008-2009 Request:   $7,500

Recommendation: Funding of $7,500 to subsidize adult day care services for client families from Chapel Hill.

 

CHILD CARE SERVICES ASSOCIATION

Child Care Services is a nonprofit agency that promotes affordable, accessible high quality childcare for all children and families.

2007-2008 Allocation:   $10,000                      2008-2009 Request:   $12,500

Recommendation: Funding of $11,000 for childcare scholarships for Chapel Hill children from low to moderate-income families.

 

CHRYSALIS FOUNDATION

The mission of Chrysalis Foundation is to develop resources to meet mental health needs of adults and children in our communities.

2007-2008 Allocation:   $2,000                        2008-2009 Request:   $4,000

Recommendation:  The Board recommends funding of $2,000 to provide services to Chapel Hill residents.

 

CLUB NOVA

The mission of Club Nova is to serve adults in Orange County living with severe and persistent mental illness and provide them with structured daily activities, as well as social, vocational and residential opportunities that they would not otherwise have.

2007-2008 Allocation:   $3,000                        2008-2009 Request:   $5,000

Recommendation: Funding of $5,000 for programs to support the services provided by Club Nova.

 

COMMUNITIES IN SCHOOLS IN ORANGE COUNTY

Communities in Schools of Orange County coordinates the delivery of services to youth and their families to help children learn, stay in school and prepare for life. The program connects students to community resources, provides students and parents a support system and provides opportunities that promote positive academic experiences.

2007-2008 Allocation:  $6,000             2008-2009 Request:   $6,000

Recommendation: Funding of $6,000 to provide individualized academic support and connections to community resources for Chapel Hill youth in the CIS program.

 

COMMUNITY SCHOOL FOR PEOPLE UNDER SIX

The Community School for People Under Six has a mission to provide high quality childcare to all children, specifically low and middle-income families. Community School offers a multi-cultural, community-based program for Chapel Hill families.

2007-2008 Allocation:  $8,500             2008-2009 Request:   $8,500

Recommendation: Funding of $8,500 to provide childcare services to low income Chapel Hill families through scholarships.

 

CORNUCOPIA HOUSE

The mission of Cornucopia House is to provide a nurturing environment where patients, families, and others can gather to share and receive support, resources, and education to cope with cancer. Cornucopia House seeks to be a place where anyone touched by cancer can find support and resources to live life to the fullest.

2007-2008 Allocation:  $5,000             2008-2009 Request:   $6,000

Recommendation:  The Board recommends funding in the amount of $5,000 to support the resource center, education and outreach programs.

 

DISPUTE SETTLEMENT CENTER

Dispute Settlement Center is an agency whose mission is to promote and bring about the peaceful settlement of disputes and to prevent the escalation of conflict through mediation, facilitation, conciliation, and training.

2007-2008 Allocation:  $9,500             2008-2009 Request:   $11,000

Recommendation: Funding is recommended in the amount of $11,000 to serve Chapel Hill residents in the following programs: conflict resolution training for youth in public housing; peer mediation training in Chapel Hill- Carrboro City Schools; free and sliding scale mediations; and juvenile victim-offender mediation services.

 

DUKE HOMECARE AND HOSPICE 

The mission of Duke Hospice is to provide palliative care for terminally ill patients regardless of ability to pay. Duke Hospice provides medical, psychosocial, spiritual and bereavement care for terminally ill patients and their families.

2007-2008 Allocation:   $3,500                        2008-2009 Request:   $3,500

Recommendation: Funding of $3,500 to provide care for indigent residents of Chapel Hill and to provide bereavement services and programs within the schools.

 

EL CENTRO LATINO

The mission of El Centro Latino is to enhance our community’s quality of life by providing social services and educational and cultural programs, both directly and through referrals, to the Latino community of Orange County.

2007-2008 Allocation:  $6,000             2008-2009 Request:   $6,000

Recommendation: The Board recommends funding of $6000 to El Centro Latino to provide services such as Adult Education classes and employment services to the Latino community.

 

EL FUTURO

The mission of El Futuro is to provide and advance model behavioral health resources for underserved Latinos in North Carolina. El Futuro offers outreach/education, capacity building and clinical services.

2007-2008 Allocation:  $3,500             2008-2009 Request:   $5,000

Recommendation:  Funding of $4,000 to provide mental health and substance abuse services for Chapel Hill residents.

 

EMPOWERMENT

EmPOWERment promotes community building, problem solving and social action to build a shared vision and power for community change. EmPOWERment provides services such as home buyers’ education, production of affordable housing, business supportive services and community organizing.

2007-2008 Allocation:  $0                                2008-2009 Request:   $23,350

Recommendation: The Board recommends no funding through the human services allocations. The Board anticipates that funding for the Property Manager position will be set aside elsewhere in the proposed Town budget.

 

EXTRAORDINARY VENTURES

Extraordinary Ventures supports people with developmental disabilities who have a desire to be contributing members of our community by providing vocational, social and training opportunities.

2007-2008 Allocation: Did not apply                2008-2009 Request:  $3,840

Recommendation:  The Board recommends funding in the amount of $1000 this year.

 

FAMILY VIOLENCE PREVENTION CENTER

The mission of the Family Violence Prevention Center (FVPC) is to prevent and end family violence through community education, and provision of direct services including crisis intervention, support and court advocacy.

2007-2008 Allocation:  $15,000                       2008-2009 Request:   $16,000

Recommendation:  Funding of $15,000 for the provision of domestic violence services including crisis response services, court services, Latino services and outreach and community education.

 

FREEDOM HOUSE

Freedom House provides extended care, transitional living and outpatient services to promote recovery from the disease of addiction and co-occurring mental illness. Freedom House provides halfway house/treatment services, non-hospital medical detox, acute SA stabilization and transitional living services.

2007-2008 Allocation:  $16,000                       2008-2009 Request:   $18,000

Recommendation: The Board recommends funding of $17,000 for day-to-day residential programming needs for substance abuse treatment services for Chapel Hill residents.

 

INTER-FAITH COUNCIL

The Interfaith Council for Social Service (IFC) has identified as its mission to meet basic needs and help individuals and families achieve their goals. The primary goals are to provide emergency shelter, food, direct services, advocacy and information to people in need.

2007-2008 Allocation:  $9,600             2008-2009 Request:   $30,000

Recommendation: The Board recommends funding of $9,600 this year for support to residential programs, food programs, crisis intervention and other IFC services.

 

KIDSCOPE (CHAPEL HILL TRAINING OUTREACH)

The KidSCope program is an early intervention program whose mission is to provide specialized services to young children who are experiencing social, emotional, and/or behavioral difficulties.

2007-2008 Allocation:  $4,500             2008-2009 Request:   $4,500

Recommendation: Funding of $4,500 is recommended to provide education and therapeutic mental health services to preschool age children and families residing in Chapel Hill, consultation to childcare centers and an alternative therapeutic classroom setting.

 

MIDDLE SCHOOL AFTER SCHOOL PROGRAM (CIS-OC)

Communities in Schools of Orange County is the nonprofit agency that serves as the fiscal agent for funds to support the Middle School After School program in Orange County. The mission of the program is to provide positive educational, social, and recreational activities for middle school students during after school hours.

2007-2008 Allocation:  $26,000                       2008-2009 Request:   $26,000

Recommendation: The Board recommends funding of $26,000 for this year.

 

OE ENTERPRISES

The mission of Orange Enterprises is to maximize vocational potential from the beginning of work until retirement for persons who have employment barriers.

2007-2008 Allocation:  $4,000             2008-2009 Request:   $5,000

Recommendation: Funding of $5,000 for vocational services to Chapel Hill residents.

 

ORANGE COUNTY DISABILITY AWARENESS COUNCIL

Orange County Disability Awareness Council is a nonprofit, volunteer citizen’s action group dedicated to fostering self-sufficiency among persons with disabilities. 

2007-2008 Allocation: $1,000                          2008-2009 Request:   $7,000

Recommendation: The Board recommends funding of $1,000 this year.

 

ORANGE COUNTY LITERACY COUNCIL

The mission for the Orange County Literacy Council is to assist adults in improving their literacy skills in order to achieve their employment, community, family and life goals.

2007-2008 Allocation: $9,000              2008-2009 Request:   $10,000

Recommendation: The Board recommends funding of $10,000 for the adult literacy program and English as a Second Language program. The funds will serve Chapel Hill residents.

 

ORANGE COUNTY PARTNERSHIP FOR YOUNG CHILDREN

The mission of the Partnership is to ensure that all young children arrive at school healthy and ready to succeed. The Partnership is the administrator for the Smart Start Early Childhood Initiative.

2007-2008 Allocation: $2,500              2008-2009 Request:  $3,000

Recommendation: The Board recommends $3,000 to support the Healthy Kids Campaign community collaborative that will serve Chapel Hill residents.

 

ORANGE COUNTY RAPE CRISIS CENTER

The mission of the Orange County Rape Crisis Center is to stop sexual violence and its impact through support, education, and advocacy. The Center provides direct services through a 24-hour crisis line, support groups and community education.

2007-2008 Allocation:  $13,000                       2008-2009 Request:   $15,000

Recommendation: Funding of $14,000 for services to support survivors of sexual violence and educational programs for Chapel Hill residents this year.

 

PIEDMONT HEALTH SERVICES

The mission of Piedmont Health Services is to increase access to high-quality affordable primary health care services for underserved communities in north-central North Carolina. Piedmont Health Services requests funds to support the delivery of comprehensive, bi-lingual medical and dental care to underserved residents of Chapel Hill.

2007-2008 Allocation: $2,000              2008-2009 Request: $5,000

Recommendation:  Funding of $3,000 for services to Chapel Hill residents.

 

PLANNED PARENTHOOD

Planned Parenthood of Orange and Durham Counties provides educational and health care services aimed at reducing the incidence of unwanted pregnancy, HIV/AIDS, and other sexually transmitted infections especially among young people, those with limited financial resources and the uninsured.

2007-2008 Allocation: $1,500              2008-2009 Request:   $1,500

Recommendation: Funding of $1,500 for support of services including family planning, HIV and STI testing, cancer screenings, and treatment for STIs as well as education programs.

 

STREET SCENE TEEN CENTER

The mission of Street Scene Teen Center is to provide a safe, drug and alcohol free environment for Chapel Hill teens in the downtown area where community youth traditionally go to meet their friends and spend their leisure time.

2007-2008 Allocation:  $3,500                         2008-2009 Request:  $3,500

Recommendation: The Board recommends funding of $3,500 for services to youth of Chapel Hill.

 

TABLE MINISTRIES

Table Ministries is a coalition of college students and community volunteers committed to feeding hungry children in the Chapel Hill-Carrboro area. The agency plans to provide food to area children at risk for hunger during the weekends and times of the year when free public school meals are unavailable. Table Ministries also seeks to raise awareness about local hunger to enlist area college student volunteers along with community volunteers.

2007-2008 Allocation:  N/A                                         2008-2009 Request:   $5,000

Recommendation:  The Board recommends funding of $2,500 for services to children of Chapel Hill.

 

THE ARC

The Arc works with and for people who have or are at risk for developmental disabilities to promote full participation in all areas of life in our community. The Arc works toward this mission through advocacy, education, and collaboration and quality supports.

2007-2008 Allocation: $10,500                                    2008-2009 Request:   $10,000

Recommendation: Funding of $8,500 for services to Chapel Hill residents with development disabilities.

 

THE WOMEN’S CENTER

The mission of the Women’s Center is to promote the individual and collective empowerment of the diverse community of women and girls in the Triangle.

2007-2008 Allocation: $13,500                                    2008-2009 Request:   $15,000

Recommendation:  Funding of $14,000 for services to low-income Chapel Hill residents including: Legal Information Services; Financial and First-Time Homeownership Programs; and Support Services/Community Education.

 

TRIANGLE RADIO READING SERVICE

The purpose of Triangle Radio Reading Service is to provide current news, information and entertainment from the print media to blind, visually impaired and physically disabled people 24 hours a day on an audio network of radio, television and cable.

2007-2008 Allocation: $3,900                          2008-2009 Request:   $4,000

Recommendation: Funding in the amount of $2,000 for services to Chapel Hill residents.

 

TRIANGLE RESIDENTIAL OPTIONS FOR SUBSTANCE ABUSERS

TROSA is an innovative, multi-year residential program that enables substance abusers to be productive, recovering individuals by providing comprehensive treatment, work-based vocational training, educational and continuing care.

2007-2008 Allocation: $3,000                          2008-2009 Request:   $4,000

Recommendation:  Funding of $4,000 is recommended for substance abuse treatment services to Chapel Hill residents.

 

UNC DEPARTMENT OF PSYCHIATRY- STEP PROGRAM

The Schizophrenia Treatment and Evaluation Program (STEP) of UNC Psychiatry provides specialized care for persons with schizophrenia and related disorders, training, programs for mental health professionals and public education.

2007-2008 Allocation: N/A                              2008-2009 Request:   $6,000

Recommendation: The Board recommends funding of $5,000 to support the cost of treatment services for Chapel Hill residents.

 

VOLUNTEERS FOR YOUTH

Volunteers For Youth, Inc. is a youth serving organization, meeting the needs of delinquent and high-risk young people in Orange County through a one-on-one volunteer program, a community services program and a teen court program.

2007-2008 Allocation: $5,000                          2008-2009 Request:   $7,500

Recommendation:  Funding of $7,400 to Volunteers for Youth to support the mentoring program, community service program and the Teen Court.
