SUBJECT: Grant Project Ordinance for the 2008-2009 Community Development Entitlement Program

PURPOSE
The purpose of this memorandum is to correct the 2008-2009 Community Development budget to reflect a $36 reduction in funds. Enactment of the attached budget ordinance would reflect this change to the 2008-2009 Community Development Block Grant Ordinance by reducing the budget from $574,840 to $574,804.
Adoption of the attached resolution would reflect this change to 2008-2009 Community Development plan by reducing the budget from $595,016 to $594,980.
BACKGROUND
On June 9, 2008, the Council enacted an ordinance to establish the Community Development Grant Project Ordinance for 2008-2009 of $574,840.
Also on June 9, 2008, the Council adopted a resolution to approve a 2008-2009 Community Development plan with a total budget of $595,016. The budget included the 2008-2009 Community Development Block Grant allocation of $574,840 and $20,176 of prior year Community Development Block Grant funds.
DISCUSSION
The federal Department of Housing and Urban Development has informed the Town that its 2008-2009 Community Development Block Grant allocation was reduced by $36. To reflect the reduction we propose to change the 2008-2009 Community Development Entitlement Grant project ordinance adopted by the Council on June 9, 2008 by reducing the Administration budget from $114,900 to $114,864.
Accordingly, we also propose to change the 2008-2009 Community Development plan by reducing the Administration budget from $114,900 to $114,864.
RECOMMENDATION
We recommend that the Council enact the attached ordinance to establish a Community Development Grant Project Ordinance to include the revised 2008–2009 Community Development allocation of $574,804.
We also recommend that the Council adopt the attached resolution approving activities for the 2008-2009 Community Development Block Grant program. The resolution approves a 2008-2009 program plan for $594,980 which is $36 less than the 2008-2009 program plan approved by the Council on June 9th, 2008.
