SUBJECT:      Enactment of a Project Ordinance for the 2008-2009 Capital Fund Program for Public Housing Renovations

PURPOSE

 

The purpose of this report is to enact a project ordinance for the 2008-2009 Capital Fund Program in the amount of $578,700. The project ordinance is based on a Capital Fund grant from the U.S. Department of Housing and Urban Development (HUD).

 

BACKGROUND

 

On April 14, 2008 the Council approved a plan for public housing renovations and resident services.  The Council also authorized submittal of a plan for the 2008-2009 Capital Fund Program to the U. S. Department of Housing and Urban Development.

 

The 2008-2009 Plan includes renovation work in 9 public housing apartments and site work to comply with Section 504 of the Uniform Federal Accessibility Standards (UFAS) to provide handicap accessibility as required by HUD. 

 

DISCUSSION

 

Proposed renovations and activities for 2008-2009 Grant Funds as approved by the Council on April 14, 2008 include the following:

 

1. Renovation of 9 apartments (located in various public housing neighborhoods) and administration building to comply with Section 504 and the Uniform Federal Accessibility Standards (UFAS).

 

Proposed renovation work would include, but not be limited to, modifications to bathrooms to include roll-in showers or bathtubs with grab bars and in-tub seats, lowered medicine cabinets, handicap accessible commodes, shower spray units and bathroom fixtures; modifications to kitchens to include handicap accessible appliances, sinks, range hoods and cabinets; installing visual alarm systems, widening doorways and corridors to provide accessible routes and clearance; and lowering thermostat controls, electrical switches, clothes rods in closets and shelves and mirrors.

 

Site improvements will include installing ramps; providing accessible routes to units’ entrances, mailboxes, clothes lines, and dumpsters; and installing accessible parking spaces, signs, and curb cuts.

 

Allocation:  $442,314

 

2. Allocation for the Department of Housing portion of the cost for the debt service on the construction of the new Town Operations Center.

 

Allocation:  $68,516

 

3. Hire an intern to assist with the preparation of quarterly reports to be submitted to HUD; review and update Housing policies to conform to Section 504 regulations; and assist with the processing of residents’ requests for reasonable accommodations as required by HUD.

 

Allocation:  $8,000

 

4. The cost of the general administration of the Capital Fund Program.  This activity would also include maintenance training and the day-to-day monitoring of the renovation work, preparation of work records, and interviewing workers to verify work responsibilities and pay, as required by HUD.

 

Allocation:  $59,870

 

The total amount appropriated from the U. S. Department of Housing and Urban Development for the Capital Fund Program is $578,700.

 

RECOMMENDATION

 

That the Council enact the attached Ordinance for the Capital Fund Grant Program, consistent with the Program previously approved by the Council.
