SUMMARY OF PLANNING BOARD ACTION

Subject:                      UNC Innovation Center Special Use Permit

Meeting Date:            August 5, 2008

Recommendation:     That the Council adopt Resolution A, as attached to the August 5, 2008 Planning Board Memorandum, approving the Special Use Permit application with the following condition:

• That the stipulation regarding the new access drive be revised to require inclusion of NCDOT in the review and approval of the street design, in case the road is to be dedicated to NCDOT in the future.

Vote:    8-1

Ayes:   George Cianciolo, Michael Collins, Andrea Rohrbacher, Del Snow, James Stroud, Judith Weseman, Jason Baker, and John Ager

Nays:   Michael Gerhardt.  (Reason:  Level of specificity not acceptable regarding expected traffic volume and parking needs.) 

Additional Recommendations: 

• As the first building to be built on the future Carolina North campus, we strongly advise the Town Council to give due and careful consideration to the context in which this development is taking place, particularly in regard to future transit and transportation options and impacts.

• We recommend that the Town Council request the applicant accept as a stipulation of approval that the building meet LEED Silver shell and core standards.
