SUMMARY OF BICYCLE AND PEDESTRIAN ADVISORY BOARD ACTION
Subject: UNC Innovation Center - Special Use Permit Application
Meeting Date: August 26, 2008
Recommendation: That the Council adopt Resolution A included as Attachment 1 in the August 5, 2008 Staff Report with the following amendments:
Stipulation 7. Bike Lane and Curb and Gutter: The following language should be included that a 5-foot bike lane is installed on the eastern side Martin Luther King Jr. Boulevard opposite the University property frontage
Stipulations 10 and 11. Traffic Signal Improvements at Martin Luther King Jr. Boulevard and Piney Mountain Road and Estes Drive Intersections: The following language should be included:
· bicycle activated loops in all lanes except left turn lanes on all streets and approaches (Piney Mountain Road, Piney Mountain Road Extension, both
legs of Estes Drive, and on NC86 (Martin Luther King Jr. Boulevard)
Stipulation 12. Pedestrian Connection: That a bicycle and pedestrian connection shall be provided from the new parking lot to the bus stop on the west side of Martin Luther King Jr. Boulevard, just south of the southern boundary of this Special Use Permit.
Stipulation 13. Right-of-Way Dedication: That additional right-of-way be dedicated on the University’s property if right-of-way is not sufficient on both the east and west side of NC86 for a bicycle lane.
Stipulation 19. Parking: Bicycle parking spaces should be modified to comply with town standards. Specifically, the number of spaces should be increased to at least 22, bicycle racks should be of the inverted U type, and the standard town ratio of Class I and Class II spaces would be provided.

Discussion:
· The pedestrian street lighting is in accordance with the spirit of the dark sky standards
· The Board asked staff to research the “Green Zone” concept as related to bicycle safety with possible application to this project at the Piney Mountain/MLK intersection.
· The Board asked staff to look into alternative bicycle routes between UNC North the UNC main campus, including an off-road path and a route through Greensboro Street and Estes Drive.
· A member of the Board commended the applicant for providing showers and locker rooms, amenities that accommodate bicyclists
