MEMORANDUM

to:                  Mayor and Town Council

from:            Roger L. Stancil, Town Manager

subject:      Public Hearing: Land Use Management Ordinance Text Amendments – Vehicle and Bicycle Parking Regulations

date:            September 17, 2008

PURPOSE

Tonight, the Council considers proposed Land Use Management Ordinance Text Amendments to vehicular and bicycle parking regulations for various types of developments, and to amend handicap parking requirements to correspond with Americans with Disabilities Act standards.

Tonight’s Public Hearing has been scheduled to receive public comment about the proposed text amendments.  The purpose of this cover memorandum is to forward my preliminary recommendation to the Council.

MANAGER’S PRELIMINARY RECOMMENDATION

The proposed Land Use Management Ordinance Text Amendments would increase the number of bicycle parking spaces that must be provided for new developments, correct typographical errors for vehicular parking requirements, and amend the handicap parking requirements in the Town Ordinance to comply with Americans with Disabilities Act standards.

I believe the proposed changes to the Land Use Management Ordinance would benefit the community by helping to work toward a balanced transportation system.  My preliminary recommendation is that the Council enact the attached Ordinance, approving the proposed Land Use Management Ordinance text amendments.
