Notice to citizens who wish to speak: Citizens may petition the Council regarding matters germane to Town policies or business but not appearing on the agenda at petition time. The Council strongly discourages petitions regarding a matter that recently has been, or soon will be before the Council as a public hearing item. Petition time is not intended to substitute for public hearings. As a courtesy to others, a citizen speaking on an agenda item or making a petition is normally limited to three minutes. Persons who are organizing a group presentation and who wish to speak beyond the three minute limit are requested to make prior arrangements through the Mayor’s Office by calling 968-2714. If you wish to address the Council this evening, please go to the front right corner of the Council Chamber and sign up with the Town Clerk. The Council may change the order in which agenda items are presented.

Public Hearings: Presentations for Concept Plans will be limited to 15 minutes.

    5. Follow-up Report regarding an Affordable Housing Market Study. (R-6) 

      The Council will consider the attached resolution to authorize the staff to develop and release a Request for Proposals for a study of the affordability and demand for condominium units that would analyze both the common expense assessments for condominium units as well as the demand for affordable 1- and -2- bedroom condominium units over the next 10 years.

    6. Resolution to accept Project Turn Around Funds. (R-7) (O-1) 

      The Council will consider the attached resolution and enact the attached budget ordinance authorizing the acceptance of the grants from Orange County and the Town of Carrboro for adult and juvenile programs.

    7. Resolution to accept funds from Orange County Alcoholic Beverage Control (ABC) Board. (R-8) (O-2) 

      The Council will consider the attached resolution and enact the budget ordinance amendment authorizing the acceptance of the Orange County Alcoholic Beverage Control Board funds.

      The Council will consider the attached ordinance to amend the Position Classification and Pay Plan Ordinance changing two recreation assistant positions to lifeguard positions in the aquatics division.

    9. *Response to Planning Board Petition to Request Financial Support to Hire a Professional Facilitator for the Glen Lennox Area Neighborhood. (R-8.1)

      That the Council consider the attached resolution to hire the Dispute Settlement Center to facilitate a constructive dialogue for the residents and property owners of the Glen Lennox Area Neighborhood.

      No action is required by the Town Council. The current Town Ordinance and Administrative Procedures prohibit construction work including lane and street closures on public streets during peak hours.

    3. Response to Petition Pedestrian Traffic Calming on Martin Luther King, Jr. Blvd

      No action is required by the Town Council. The Town plans to construct a pedestrian refuge island with several crossing improvements at Martin Luther King Jr. Blvd. between Estes Drive and Piney Mountain Road this fall.
