The purpose of this memorandum is to transmit information from David Owens in response to questions raised by the Council at the joint work session with the University Trustee representatives.
The Council met September 25 in a work session with representatives of the University Trustees to discuss the process for guiding development at Carolina North. David Owens, a professor at the School of Government retained by the Town to assist with the development of this process, presented a summary of the work of the Joint (University and Town) Staff Working Group (JSWG). The JSWG met over the summer to develop a framework for the discussion between the Council and the Trustees. This framework is based on the work of the Horace Williams Citizens Committee as discussed by the Leadership Advisory Committee (LAC) and informed by the foundational environmental studies, the Long Range Transportation Plan and the Fiscal Impact Study. The JSWG considered the lessons of the past and recommends a development agreement with a base zone, developed over a series of months with ample opportunity for public input, as the tools for guiding development.
Tonight, David Owens will present a summary of the discussion at the work session, focusing on a comparison of the tools available to the Council and a response to questions about the enforcement of the development agreement terms and conditions.
