Dear Kevin, Sally and Bill
We have a concern in our neighborhood regarding accessory apartments. Recently a neighbor who was not able to sell their home is now renting the home and accessory apartment to a total of 8 unrelated individuals. We have been working with Maggie Bowers, but evidently this is allowed in Chapel Hill.
In reviewing policy from other towns, they have put in place the need for the owner to be residing in a home if the accessory apartment is being rented. The basis for this is accessory apartments are allowed since they reduce neighborhood turnover by letting owners reside in their home with care givers or renters whose rental payments help to cover the cost of taxes and other expenses.
We have shared this information with George Cianciolo and he was receptive to review this policy. I hope you will support this review and the need to consider reforming/revising the current town policy.
We are supportive of accessory apartments but 8 unrelated individuals is an excessive number for a single family neighborhood.
If it would be helpful, I am willing to come to a council meeting to discuss further or to share any of the research information.
Best regards,
Jill Ridky-Blackburn
