A RESOLUTION AUTHORIZING THE USE OF BUDGETED FUNDS DESIGNATED FOR CONSULTING SERVICES TO HIRE DR. SPENCER COWAN TO PARTICIPATE IN THE INCLUSIONARY ZONING ORDINANCE AFFORDABLE HOUSING IMPACT STUDY PROJECT. (2008-11-10/R-5)

WHEREAS, the Town’s Comprehensive Plan has a goal to increase the availability of well-designed, affordable, safe, and sanitary housing for all citizens of Chapel Hill; and

WHEREAS, the Comprehensive Plan includes a policy of encouraging developers of residential developments of five or more units to provide 15% of their units at prices affordable to low and moderate income households; and

WHEREAS, the Comprehensive Plan includes a strategy to continue to seek inclusionary zoning; and

WHEREAS, on September 25, 2005, the Council established a charge for an Inclusionary Zoning Task Force; and

WHEREAS, on March 17, 2008, the Council authorized Council Members Greene and Kleinschmidt to work with the Town Manager to identify and enter into a contract for services with a consultant to complete an Inclusionary Zoning Ordinance;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the use of the budgeted funds designated for consulting services to hire Dr. Spencer Cowan to participate in the Inclusionary Zoning Ordinance impact study project at a cost not to exceed $5,000.
