CONCEPT PLAN REVIEW SUMMARY MINUTES
COMMUNITY DESIGN COMMISSION
WEDNESDAY, JUNE 18, 2008, 7:00 P.M.

Chairperson Jonathan Whitney called the meeting to order at 7:00 p.m. Commission members present were Mark Broadwell, Mary Margaret Carroll, George Cianciolo, Chris Culbreth, Kathryn James, Laura King Moore, Glenn Parks, and Jonathan Whitney. Staff members present were Senior Planner Kay Pearlstein, and Planning Technician Kay Tapp.

OLD CHAPEL PROFESSIONAL CENTER CONCEPT PLAN

The Town has received a proposal from Summit Consulting for a Concept Plan Review for the Old Chapel Professional Center. The Concept Plan proposes to demolish two single-family dwelling units and construct two office buildings. The proposed development is located on the north side of Old Chapel Hill Road at 5620 Old Chapel Hill Road between White Oak Drive and Lakeview Drive. The proposal includes a 2-story 12,600 square foot building and a single story 6,600 square foot building. Parking spaces for 65 parking spaces is also proposed.  A single point of access is proposed from Old Chapel Hill Road. The 2.2-acre site is located in the Residential-1 (R-1) zoning district. The site is identified as Durham County Parcel Identifier Numbers 9799-02-99-7099, 9799-02-99-8098, and 9799-02-99-9049.

CONCEPT PLAN PRESENTATION

The applicant presented a proposal for two office buildings for occupational therapy and clinic space and stated that the property would need to be rezoned to accommodate the proposal.

COMMUNITY DESIGN COMMISSION QUESTIONS AND COMMENTS

  1. Commissioner George Cianciolo asked the applicant that if this site was the only site proposed to be rezoned. He suggested that since it was the only site in the Residential-1 zoning district proposed to be rezoned, that it could be Spot Zoning.

Commissioner Cianciolo believed that the proposed development is an improvement over the dilapidated structures currently there. The Commissioner pointed out that the State is improving Old Chapel Hill Road with bike lanes and suggested that the applicant consult NCDOT for plans for their street frontage.

  1. Commissioner Glenn Parks wanted to know why two separate buildings were proposed rather than one. He suggested that the two uses proposed could be housed in a single structure preserving two 36-inch oak trees. Commissioner Parks stated that the building location will be noticed in its location and that the architecture could be strengthen with one building rather than two.

Commissioner Parks recommended that stormwater management be a unique site feature and possibly integrated with the playground.  

  1. Commissioner Kathryn James also had concerns with tree preservation. Commissioner James recommended a compressed building design in order to preserve trees and for the applicant to research moving large trees jeopardized by construction.

Commissioner James was also concerned with the proposed playground location and on-site vehicular traffic.

  1. Commissioner Laura Moore asked about the access to the site. She noted an existing right-of-way on the western property line. 
  2. Commissioner Mark Broadwell agreed with the compressed building design. He believed that one building rather than two would provide better energy management.
  3. Commissioners Mary Margaret Carroll and Jonathan Whitney supported the project.
