Memorandum

to:                  Mayor and Town Council

from:            Roger L. Stancil, Town Manager

subject:      Public Hearing: Land Use Management Ordinance Text Amendment – Non-Commercial Keeping of Chickens in Residential Zoning Districts

date:            January 21, 2009

PURPOSE

Tonight, the Council holds a public hearing to consider a proposed Land Use Management Ordinance text amendment regarding the non-commercial keeping of chickens in residential zoning districts. Tonight’s public hearing has been scheduled to receive public input about the proposed Land Use Management Ordinance text amendment. The purpose of this cover memorandum is to forward my preliminary recommendations to the Council.

MAnager’s preliminary recommendation

I have no preliminary recommendation at this time. We believe the keeping of chickens would achieve the purposes found within the sustainability-related undercurrents of the Natural Environment section of the Comprehensive Plan. However, input from the public and the Council at the hearing will inform the ultimate recommendation.

I recommend that the Council open the Public Hearing and receive comment about the proposed Land Use Management Ordinance text amendment regarding the non-commercial keeping of chickens in residential zoning districts.

We will return to the Council with a recommendation for action after the Council has received public comment and evidence this evening and reconvened the hearing.
