PURPOSE

Tonight, the Council holds a public hearing regarding a request from Coulter Jewell Thames for a conditional use rezoning and Special Use Permit for an office building. Tonight’s public hearing has been scheduled to receive evidence in support of and in opposition to approval of the applications.  The purpose of this cover memorandum is to forward my preliminary recommendations to the Council.

MAnager’s recommendation

We believe that based on elements of the Comprehensive Plan, the rezoning could be approved by the Council.  We also believe that with the conditions in the attached Resolution and the modification to the regulations requested by the applicant, the Council could make findings required to approve an application for a Special Use Permit. However, input from the public and the Council at the hearing will inform my ultimate recommendation.

I recommend that the Council open the public hearing and receive comment about the proposed rezoning and Special Use Permit.  We will return to the Council with a recommendation for action after the Council has received public comment and evidence this evening and reconvened the hearing.
