Title of Agenda Item:  Initial Public Forum on the Annual Budget, Capital Program, Use of Grants and Related Items and Potential Legislative Requests.  

Background:  The initial public forum is the first of several opportunities for citizens to participate in the budget process. During the public forum citizens can make comments on any items on the agenda including: 

  1. Annual Budget: preparing the budget for the service year beginning on July 1, 2009.
  1. Capital Program: capital improvement needs for 2009-2024.
  1. Community Development Grant: use of the 2009-2010 Community Development grant.
  1. Housing Capital Funds Program: use of the 2009-2010 federal Housing Capital Funds Grant.
  1. HOME Program: use of 2009-2010 federal HOME grant for housing and community development services in Chapel Hill and Orange County.
  1. Public Transportation Grants: use of 2009-2010 federal and State grants.
  1. Downtown Service District: potential changes in services for the year beginning on July 1.
  1. Potential Legislative Proposals:  suggestions for legislation that might be sought in the 2009 session of the General Assembly.

Additional public forums and hearings on the budget and related items will be held at 7:00 p.m. on: April 15, 2009 and May 6, 2009.  Citizens may also make comments to the Mayor and Council by letter, fax, or e-mail at any time in the budget process.

Fiscal Note:  There is no direct financial impact resulting from this item. 

Staff Recommendation:  We recommend that the Council receive comments at the February 4, 2009 Council meeting in a combined forum format in which citizens may make comments regarding any of the forum topics.
