The purpose of this report is to provide the “2008 Annual Development Plan Report on Transportation” prepared by the University of North Carolina at Chapel Hill. The University is required to prepare this report each year in accordance with its Development Plan permit. The report discusses a variety of transportation issues associated with development activity in the Office/Institutional-4 (OI-4) Zoning District on the University campus.
No action is required by the Council.
On June 27, 2005, the Council approved a resolution requiring that the University submit an Annual Development Plan Report on Transportation associated with development in the Office/Institutional-4 (OI-4) Zoning District on the University campus. The Council also approved guidelines for development of the Report. A copy of the resolution and guidelines are provided in Attachment 1.

The Council previously received the University’s 2005, 2006, and 2007 Annual Development Plan Reports on Transportation. The 2008 annual report is provided in Attachment 2. A copy of the most recent biennial University Transportation Impact Analysis Report is available for review in the Town Engineering Department.
Town staff reviewed the report and agrees that the report in general is prepared in accordance with the approved guidelines. The report recommends traffic signal control at the following intersections:
As part of the development modification #3 approval, the University agreed to design and build the traffic signal at the above two intersections. The signal design includes pedestrian crosswalks, countdown heads, and bicycle activated loops. The signal designs for both locations were completed by the University and the construction is expected to start within the next two to three months.
We have provided a copy of the 2008 annual report along with this Council memorandum to several interested citizens in neighborhoods adjacent to the University campus. This information is also available for citizen review on the Town’s website.
Town and the University staff will be present at the Council meeting to discuss the report and to answer questions.
