Title of Agenda Item: Approval of Municipal Agreement for South Columbia Street
Improvement Project
Background: The attached staff memorandum includes background information regarding limited improvements on South Columbia Street between Fordham Boulevard and Manning Drive. The proposed project consists of the following improvements:
- Two twelve-foot wide travel lanes
- Four-foot bicycle lane on the east side and five-foot bicycle lane on the west side
- Curb and gutter with five-foot sidewalks on both sides
- Drainage improvements
- Intersection improvements with turning lane at several locations
The staff memorandum also provides preliminary details regarding construction traffic control and its impact on the Transit service.
Fiscal Note: The resolution authorizes the Town Manager to:
- Use Capital Improvement Program Funds not to exceed $26,000 towards the Town cost for the sidewalks in the project.
- Program additional funds in the FY 2009-10 budget that are required to maintain the current level of transit service during construction stages of the subject project.
Preliminary estimates indicate that the financial impact on transit service could be in the range of $620,000 to $1.1 million (for all transit partners) to reroute the transit routes and/or increase frequency of certain routes to minimize the delay to the transit riders during construction. The estimated cost to the Town could as high as $250,000 to $500,000.
Staff Recommendation(s): We recommend that the Council approve the attached resolution that would authorize the Town Manager to enter into an agreement with the North Carolina Department of Transportation for certain improvements on South Columbia Street between Fordham Boulevard and Manning Drive. The resolution also authorizes the Town Manager to:
- Use Capital Improvement Program Funds not to exceed $26,000 towards the Town cost for the sidewalks in the project.
- Program additional funds in the FY 2009-10 budget that are required to maintain the current level of transit service during construction stages of the subject project.
