  Title of Agenda Item:   Acceptance of $640,000 from the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Surface Transportation Program Direct Allocation Program for the Morgan Creek Trail Project

  Background:  Adoption of the attached resolution would authorize the Manager to execute an agreement with NCDOT and accept $640,000 in funding from the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Surface Transportation Program Direct Allocation (STP-DA) program to construct phase one of the Morgan Creek Trail.

As proposed, the first phase consists of 5,000 linear feet of trail from near the Southbridge neighborhood to the Merritt Pasture.  The proposed phase one project includes an improved access drive from the eastbound lane of NC 54, a 20 space gravel parking lot just east of Kingswood Apartments, and a single pedestrian/bicycle bridge over Morgan Creek.

Fiscal Note: The STP-DA funding of $640,000 requires a 20% local match of $160,000 for a total of $800,000.  Funding for the match is available in unspent bond proceeds already budgeted for Morgan Creek and revenue in lieu collected for the project.  The revenue in lieu is currently budgeted in the capital projects ordinance fund and is being moved to the bond fund to make the match.  

We estimate that the project would eventually require about $354,000 in additional funds. The most likely source would be bond funds already allocated to other trail projects not yet ready for construction.  These recommendations do not include sale of Parks bonds.

Staff Recommendation(s):  That the Council adopt the attached resolution accepting $640,000 from the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Surface Transportation Program Direct Allocation (STP-DA) program to construct phase one of the Morgan Creek Trail and authorize the Manager to execute an agreement with the NCDOT.  That the Council enact the attached project ordinance amendments to move the matching funds and establish the project.
