 Concept Plan: Wesley Foundation, at 214 Pittsboro Street

PURPOSE

Tonight, the Council considers a revised Concept Plan for the Wesley Foundation.  A previous version of the Concept Plan was reviewed by the Historic District Commission on December 13, 2007.  Based on feedback from the Historic District Commission, the plan was revised and underwent review by the Council on March 10, 2008.  Based on Council comments, the plan has been further revised.  The revised proposal calls for a four-story building with 148 beds and 28 basement parking spaces.  The site is located at 214 Pittsboro Street in the Cameron-McCauley Historic District.  In accordance with the Land Use Management Ordinance, there has been no staff review of this Concept Plan.

The attached memorandum for the Concept Plan proposal includes background information on the Concept Plan process, the applicant’s materials, and additional related information.

This proposed development will require a rezoning and possibly a text amendment to the Land Use Management Ordinance.  Our preliminary view is that for this project to move forward either the Town’s current office-institutional zoning district series will need to be expanded to include an additional zone, or one of the existing office-institutional zones will need to be amended to allow this amount of floor area.

RECOMMENDATION

We recommend that the Council consider the Concept Plan, and adopt the attached resolution transmitting comments to the applicant.  We also recommend the Council provide the staff and applicant with feedback regarding adjustments to the Land Use Management Ordinance in order for the proposal to continue through the review process. We think a reasonable approach would involve extension of our office-institutional zoning districts to provide a bridge between our suburban style office-institutional zones and the more intense Office/Institutional-4 zoning district intended for University use.  Nothing stated by individual Council members this evening can be construed as an official position or commitment on the part of a Council member with respect to the position he or she may take when and if a formal application for development is subsequently submitted and comes before the Council for formal consideration.
