I noted during our discussion of parking technology this past Monday that there was a local bill filed on behalf of Raleigh to allow the use of credit cares in parking meters. This came up because the Downtown Partnership made the excellent recommendation for “a unified payment system at all parking locations” with “the long term goals… pay-by-cell and credit cards.” Ralph Karpinos pointed out to me that Raleigh needed the legislation because current state law for municipalities (at G.S. 160A-301(a)) does not allow activation of parking meters in any way except by “coins or tokens.” The State Senate version of the local bill is attached, SB 453, with the existing and proposed language shown in lines 13-14 and 17-18. The Raleigh bill would also allow a broader use of parking revenues than is currently legal, something we could well find useful as well in "providing parking facilities" (line 18). Once Ralph notifies our legislators of this request, a member of the delegation would have to approach a bill sponsor to have them make the request of a legislative committee where the bill is being heard. The Senate bill’s sponsor is Josh Stein, now of Wake County, who grew up in Chapel Hill near downtown and campus. Both he and Senator Kinnaird are on Senate Finance, where the bill would have a hearing. Normally, Senator Stein would present the bill to the Committee. This could also be accomplished in one of the two House Committees where the "companion" bill (HB 465) has been referred , by Verla Insko approaching a committee member who sponsored that bill. In any case, on our end the Attorney needs an instruction by Council to approach the legislative delegation to ask them to have the Town added by name to a bill.
