subject:      Transportation Demand Management Grant Application for FY 2009 - 2010

date:            March 23, 2009

PURPOSE

The purpose of this memorandum is to ask the Council to support a Transportation Demand Management grant to the Triangle J Council on Governments.

This memorandum provides information on the Transportation Demand Management (TDM) grant.

BACKGROUND

As part of a Triangle regional 7 year TDM plan, the Town was awarded a grant in the spring of 2008 for implementation of transportation demand management programs in Chapel Hill.  The Town is applying for the same TDM grant for fiscal year July 1, 2009 – June 30, 2010.  Other agencies receiving funding include Triangle Transit, NC State University, the University of North Carolina at Chapel Hill, Raleigh, Durham and Triangle Transit.

DISCUSSION

The TDM grant will provide 50% funding for the transportation demand management activities, including staff salaries and preparation of related marketing materials.  The fiscal year 2009-2010 TDM funds, totaling $61,280, will support outreach and marketing activities being undertaken by the Town’s Planning and Transit Departments.

The 50% Town match for these funds is to come from a combination of general funds and current year transit operating funds.  We will also utilize existing Active Living by Design grant funds for the match to non-salary expenses such as printing and supplies.

RECOMMENDATION

That the Council adopt the attached resolution supporting the Transportation Demand Management grant application.
