Title of Agenda Item: Resolution in Support of the Proposed Jordan Lake Reservoir Water Supply Nutrient Strategy Rules
Background: The attached memorandum includes background information on a petition item from the Haw River Assembly which asks the Town Council to consider a resolution in support of the proposed rules for the B. Everett Jordan Reservoir Water Supply Nutrient Strategy (Jordan Lake Rules). The resolution requests that the members of the North Carolina General Assembly vote to approve the rules in their entirety. The petition item was referred by the Council to the members of the Sustainability, Energy and Environment (SEE) Council Committee and Council Member Sally Greene at the February 23, 2009 Council Business Meeting.
Fiscal Note: The exact fiscal impacts resulting from the Jordan Lake Rules are not known at this time, in large part because the Rules are subject to revision by the North Carolina General Assembly. Possible costs are as follows:
To mitigate costs, new “green infrastructure" funding may be available to local governments covered by the Jordan Lake Rules. This could include federal stimulus monies in NC, and programs such as the Community Conservation Assistance Program (CCAP) that provide financial assistance for urban stormwater retrofits.
Recommendation(s): Mayor Pro Tem Ward and Council Members Strom, Easthom, Harrison and Greene recommend that the Council consider the attached resolution to support the proposed Jordan Lake Reservoir Water Supply Nutrient Strategy Rules.
