Annual Update to the 2005-2010 Housing and Community Development Consolidated Plan |
DATE: |

PURPOSE
The purpose of this memorandum is to present to the Council a draft of the Annual Update to the 2005-2010 Housing and Community Development Consolidated Plan. Because the Town receives federal Community Development funds and is a member of the Orange County HOME Consortium along with Orange County, Carrboro and Hillsborough, the U.S. Department of Housing and Urban Development requires the Town to jointly submit with Orange County an Annual Update to the Housing and Community Development Consolidated Plan by May 15, 2009.
The attached resolution would authorize submittal of the Annual Update to the 2005-2010 Housing and Community Development Consolidated Plan to the U.S. Department of Housing and Urban Development.
In May 2005, the Orange County HOME Consortium consisting of the Town, Orange County, Carrboro and Hillsborough submitted a new Consolidated Plan to the U.S. Department of Housing and Urban Development covering fiscal years 2005-2006 thorough 2009-2010. The Consolidated Plan also serves four separate, but integrated functions. The Plan is:
Each year, the Consortium will submit an annual update to the Consolidated Plan to the U.S. Department of Housing and Urban Development.
A draft of the Annual Update to the 2005-2010 Housing and Community Development Consolidated Plan is included as Attachment 1 to this report. A copy of the complete five year plan is also available on the County’s website (http://www.co.orange.nc.us/housing/documents/Housingplan.pdf). The Annual Update includes 2009-2010 Community Development and HOME Program Plans that are before the Council this evening for approval. The recommended Community Development Plan is presented below:
1. Infrastructure Development $200,000
Habitat for Humanity Phoenix Place
2. Public Housing Modernization $150,000
Craig-Gomains Housing Community
3. Predevelopment Costs $ 65,000
Inter-Faith Council Men’s Residential Facility
4. Homeownership Assistance Program $ 53,625
Orange Community Housing and Land Trust
5. Public Service Activities $ 60,000

Street Outreach Workers $15,000
Orange County Family Resource Center
After School Program $10,000
Chapel Hill Carrboro YMCA
After School Program $10,000
7. Administration $114,000
Total $642,625
The Community Development Plan is approved by the Council and the HOME Program Plan is approved by the governing bodies of the HOME Program Consortium: the Town Council, the Orange County and Hillsborough Commissioners, and Carrboro Board of Aldermen.
Although Orange County is the lead entity of the Consortium, it is necessary to have approval of the Consolidated Plan from all four jurisdictions before the document is submitted to the Department of Housing and Urban Development on May 15, 2009.
