PURPOSE

The purpose of this memorandum is to transmit the goals you developed at your planning retreat, along with target dates for work objectives and measures of success, for your consideration and approval.

BACKGROUND

At your planning retreat February 21, you agreed on a set of goals for the year.  You referred the goals to me to bring them back in April with target dates for action and proposed measures of success.  The April 27 meeting was cancelled and therefore the promised report is on this agenda. 

Once Council adopted the set of goals, I engaged the senior management team in developing an action plan for each.  I assigned a leader for each action and identified whether the activity was reflected in the Recommended Budget for 2009-10.  That action plan is reflected as work objectives and target dates in the attached spreadsheet. We have also attempted to identify measures of success for each activity.  We will get better at identifying this information as we learn from each year.

DISCUSSION

The Senior Management Team has decided to organize one of its weekly meetings each month around the Council Goals.  This meeting will group the activities by goal and the senior managers will meet to discuss their progress.  This moves us a step closer to the Council’s desire that senior managers be knowledgeable of the Council’s goals and how they and their department are connected to them. As suggested by Council, I plan to post this spreadsheet, once adopted, on the Town website and update it regularly.  I also plan to use this as the basis for a revitalized quarterly report.  Statements of these goals will be placed throughout Town facilities and included as part of each Council meeting’s agenda for easy reference.

RECOMMENDATION

I recommend that the Council approve the Goals and related activities.
