PURPOSE

The purpose of this memo is to provide information to Council regarding development on Lot 2 and seek guidance on next steps.

BACKGROUND

 

The Downtown Small Area Plan adopted in 2000 identifies key “opportunity areas” for development downtown, including Town Parking Lot #2 at East Rosemary and South Columbia Streets.

 

Since November 2003, the Council and the Council Committee on Lots 2 and 5 have worked on a process to potentially develop the two Town-owned sites.

  

On October 27, 2004, the Council held a forum to receive public comment, including whether to proceed with the developer solicitation process, the next phase of the project.

  

On November 22, 2004, the Council Committee reviewed the Request for Qualifications draft and provided feedback to the consultant.

 

In December of 2006 Town Council authorized Town Manager to draft a development agreement for Lot 5 with Ram Development.

 

Town Economic Development Officer Dwight Bassett has marketed this site since arriving in Chapel Hill in May of 2007. The site has been explored jointly with UNC as a parking deck site, and marketed utilizing the concepts which have been developed by Council over the last nine years. The Lodgeworks proposal for Lot 2 has been the only one pursued that developed plans and requested further discussion.

DISCUSSION

In November of 2008 Town Economic Development Officer met with and discussed future development opportunities with Mike Daood of Lodgeworks. Background information from the DEDI was shared with Lodgeworks.

This presentation seeks clarification of Council desires regarding Lot 2/Rosemary Parking Lot.

RECOMMENDATION

  That the Council consider the proposal and give staff guidance on how to proceed.
