Notice to citizens who wish to speak: Citizens may petition the Council regarding matters germane to Town policies or business but not appearing on the agenda at petition time. The Council strongly discourages petitions regarding a matter that recently has been, or soon will be before the Council as a public hearing item. Petition time is not intended to substitute for public hearings. As a courtesy to others, a citizen speaking on an agenda item or making a petition is normally limited to three minutes. Persons who are organizing a group presentation and who wish to speak beyond the three minute limit are requested to make prior arrangements through the Mayor’s Office by calling 968-2714. If you wish to address the Council this evening, please go to the front right corner of the Council Chamber and sign up with the Town Clerk. The Council may change the order in which agenda items are presented.

Public Hearings: Presentations for Concept Plans will be limited to 15 minutes.

      The Council will consider a resolution to grant expedited processing for the review of the Inter-faith Council for Social Service Men’s Shelter and a Land Use Management Ordinance Text Amendment

    Council Goal 3: Continue Focus on Land Use, Transit and Development

    1. Budget Ordinance Amendment for the Affordable Housing Fund. (O-1)

      The Council will consider an ordinance to appropriate payments received in lieu of $205,000 to the revolving loan activity, rehabilitation and grants/deferred loans activities of the Affordable Housing Fund.

    2. Water Conservation Ordinance for the Orange Water and Sewer Authority Service Area. (O-2)

      The Council will consider an ordinance to enact revisions to the Water Conservation Standards and Regulations

    3. Response to a petition requesting a Neighborhood Conservation District Initiation of Phase 1 for Highland Woods. (R-3)

      The Council will consider a resolution to refer the petition to the Planning Board.

    4. Budget Amendment for FY 2008-09 for Traffic Impact Studies. (O-3)

      The Council will consider a budget ordinance amendment for FY 2008-2009 that would increase the Engineering Department budget by $40,000 to perform the traffic impact studies.

    Council Goal 4: Maintain and Improve Community Facilities and Services

    1. Acceptance of Funds for Design and Construction of Stairs for the Bolin Creek Trail. (R-4) (O-4)

      The Council will consider a resolution that would accept $120,000 in funding through the Metropolitan Planning Organization and a $30,000 grant from the Friends of Chapel Hill Parks, Recreation, and Greenways. The Council will consider an ordinance that would establish these funds in the Town’s Capital Improvement Program

    2. Grant Project Ordinance for 2009-10 Community Development Block Grant funds. (O-5) (O-6)

      The Council will consider an ordinance to establish a Community Development Grant Project Ordinance and to amend the 2007-2008 Community Development Entitlement Grant Project Ordinance.

    3. Budget Ordinance Amendment for Collection Development Project. (O-7)

      The Council will consider an ordinance to amend the 2008-2009 Library Budget to purchase collection items recommended in the Library’s Five-Year Services Plan.

    1. Drainage Easements for North Carolina Department of Transportation. (R-5)

      The Council will consider a resolution authorizing the Manager to execute the necessary documents to grant the North Carolina Department of Transportation stormwater drainage easements

    2. Establishment of “No Parking Anytime Except by Residential Permit” Restrictions on Branch Street and Justice Street. (O-8)

      The Council will consider an ordinance establishing “No Parking Anytime Except by Residential Permit” restrictions from 9:00 am – 4:00 pm, Monday through Friday, on both sides of Branch Street and Justice Street

    3. Resolution to amend Council Calendar. (R-6)

      The Council will consider a resolution to amend the Council meeting calendar to include June 16, 2009 a joint meeting with UNC Trustees regarding Carolina North.
