Response to Petition to hold a UNC Homecoming Parade (R-2) Council Goal Two: Champion Downtown |

| Background: The attached staff memorandum is in response to a petition from UNC Student Government to hold a Homecoming Parade on November 7, 2009. Town staff, the Downtown Partnership, and UNC Student Government officials have developed a plan to hold this event with minimal disruption to normal traffic flow. The event will take place approximately three and a half hours prior to kickoff of the UNC v. Duke football game. | |||

| Fiscal Note: No fiscal impact to the Town. UNC Student Government will assume any overtime costs incurred by Town staff who work the parade event. | |||

| Recommendations: The Council will consider authorizing the Town Manager to issue a permit for the event to be held on November 7, 2009 and that Town staff are directed to partner with UNC officials in the planning and execution of the event. | |||
