| Background: Chapel Hill participates with Orange County, Carrboro, and the Chapel Hill-Carrboro City Schools in management of a Schools Adequate Public Facilities Ordinance (SAPFO). The Orange County Board of Commissioners directed staff to begin the process outlined in the SAPFO Memorandum of Understanding to update student generation rates. | |||
