The purpose of this memorandum is to forward a draft Inclusionary Zoning Ordinance to the Council. |

| Fiscal Note:
Discussion of the process of implementation has no significant impact. However if enacted, the cost of implementation, administration and enforcement of new regulations would be addressed during the public hearing process. |

| Recommendations: That the Council refer this report and draft Inclusionary Zoning Ordinance to the staff to develop a process for review. | |||
