Notice to citizens who wish to speak |
Citizens may petition the Council regarding matters germane to Town policies or business but not appearing on the agenda at petition time. The Council strongly discourages petitions regarding a matter that recently has been, or soon will be before the Council as a public hearing item. Petition time is not intended to substitute for public hearings. As a courtesy to others, a citizen speaking on an agenda item or making a petition is normally limited to three minutes. Persons who are organizing a group presentation and who wish to speak beyond the three minute limit are requested to make prior arrangements through the Mayor’s Office by calling 968-2714. If you wish to address the Council this evening, please go to the front right corner of the Council Chamber and sign up with the Town Clerk. The Council may change the order in which agenda items are presented. | |

RECOMMENDATIONS: That the Council direct Town staff to look at this issue and submit a Land Use Management Ordinance Text Amendment for Planning Board and Council consideration.

Council Goal 2: Champion Downtown
RECOMMENDATIONS: That the Council receive the following information on strategies for the 2009 Halloween event:
Conduct an aggressive public information campaign to reinforce last year’s “locals only” message.
Work with downtown restaurants and bars, the Downtown Partnership and the North Carolina Alcohol Law Enforcement agency to again reduce alcoholic beverage sales at downtown establishments that have permits to sell alcohol. Establishments will receive information on the daylight-savings time change and will be reminded that the 1:00 AM ingress restrictions will apply.
Place parking monitors in surrounding residential neighborhoods to discourage illegal parking and disruption of neighborhoods. Brief Town employees working the event on the appropriate precautionary measures to guard against H1N1 Influenza.
Alter the traffic management plan to reduce ingress and encourage egress from the Central Business District. Utilize the UNC emergency contact system, and as is feasible public address systems in the downtown area to help guide or direct the crowds during an emergency or when the event is ending. We plan to begin clearing the street at 12:00 AM, as we did in 2008.
Continue discussions with UNC-Chapel Hill administration staff and UNC-Chapel Hill student leaders to determine additional steps that can be taken to meet our goals of a smaller, local event.

Council Goal 4: Maintain and Improve Community Facilities and Services
RECOMMENDATIONS: That the Council take no action.
The Police Department will continue to monitor vehicle deer accident data and design a public awareness campaign for motorists. This campaign would be made available on the Town’s website and would recommend tips on how residents can keep deer out of their yards.
