Title of Agenda Item: Grant Project Ordinance for Energy Efficiency and Conservation Block Grant. (O-1)

Council Goal 4: Maintain and Improve Community Facilities and Services

Background: At the June 8, 2009 Council Business Meeting, the Council received a report detailing a possible course of action for the use of $554,900 in Energy Efficiency and Conversation Block Grant funds made available to the Town (an entitlement community) under the American Recovery and Reinvestment Act (ARRA). The granting agency for this award is the U.S. Department of Energy (DOE). In a manner consistent with the June 8 report, the staff subsequently applied for the total allotment of funds and requested an initial portion ($50,000) to develop the mandatory Energy Efficiency and Conservation Strategy (“energy strategy”).


On September 28, 2009 the DOE granted the award of $554,900 and made available to the Town only the first $50,000 for the development of the required energy strategy. Once the DOE has approved the Town’s energy strategy, the staff will bring forward a second ordinance to draw down the remaining $504,900. The energy strategy is designed to detail programs and projects that will—among other objectives—reduce fossil fuel-based energy consumption in the recipient’s jurisdiction. The Town has until January 27, 2010 to submit the strategy for DOE review, and further project details will be available once the strategy is developed. The Town is working to engage Clean Energy Solutions, Inc. to assist with the development of an approved energy strategy.

Fiscal Note: Enactment of the attached ordinance would establish a budget for the Energy Efficiency and Conservation Block Grant Project.

Recommendations: That the Council  enact an ordinance to establish an Energy Efficiency and Conservation Block Grant Project Ordinance for the development of a mandatory Energy Efficiency and Conservation Strategy.
